Traffic Areas and Visiting Brokers

Hello,

I've found out the hardway, that visiting brokers do not abide by the Traffic Areas, warning them not to path thru, a dangerous trap.  Does anyone know if they abide by Traffic Areas if I tweak the rates, or do they just ignore Traffic Areas like enemies and pets?  Just curious, because I didn't really want to Atomize that elf's trade horse and packages.
