If I have them still on the surface with no floor, but inside a roofed building will they still grow?

Currently (31.25) surface plants will even grow underground, if you first excavate the ceiling and then re-roof it completely. I use this for my farms of surface plants.

Generally speaking, any tile that has been exposed to sunlight and has the appropriate growth medium (soil or muddied rock) should grow plants.

Careful though because water will freeze under a built roof as well. Depending on your fortress you could get yourself into a lot of trouble by exposing the plants to the sun.. even if it's for just a little while!

 Also dwarves who are cavesick might throw up all over the crops. I think.

Then they will clean(read destroy) the farm. IIRC

If you want to make them happy at the same time, make it a statue garden.

Areas which have been roofed over don't seem to count as sunlit for purposes of preventing cave adaption.  Dwarves in an inside/light/aboveground tile don't become nauseous or get bad thoughts from being exposed to sunlight.  They don't count as belowground either, a dwarf who lives for years in a roofed-over light/aboveground tile doesn't get cave-adapted.

Yes you can have plants with a roof.  I normally do that to keep them secure from invaders, particularly the fliers.  Only down side I have seen is refuse and cleaning orders acting a bit differently because of it.
