Dwarves owning food?

So recently I've noticed none of the plants in my stockpiles are no longer being consumed nor brewed. After checking a few of them I noticed each is owned by a random dwarf. Is this normal? This is the first time I've seen something like this, over a few hundred forts.

Yes, each set to carry 3 food items. Do they just go on a claiming spree and take everything?

This is a bug.  It happens sometimes when dwarves who are set to carry food go on and off duty.  They go on duty, claim food, never pick it up, go off duty, go back on duty, claim new food, repeat, etc.  I have heard it may be caused if any of your military have Mining, Hunting, or Woodcutting enabled, as those cause conflicting uniform bugs.

There were a few injured over the years, anyways thanks for the info guys. I cleared all ownership with DFhack

Now I know never to let them carry food!
