They're not a real threat, just don't do stuff near the webs such as chop trees; your dwarves will get bitten and they'll trample the precious collectable webs.

But it's not an evil biome. It's more of a happy jungle-ish biome. I don't see any spider vermin around... loads of bumblebees and dragonflies though.

Were there secondary biomes? One of them might have been suitable for phantom spiders, and you just missed it when picking the embark site.
