Programming their preferences is easy: there already are material and furniture preferences, so you just need to write a formula that sums up all the relevant factors (so the mentioned preferences, quality of the item, market price, other personality traits etc.) with a proper weight and then you have a numerical value so the dwarf knows which item he likes best. You could even compare these values between dwarves... but there are plenty of ways to make the decision who gets what, the problem is to choose (market, seniority, random, skilledness, etc.). You'll also want to limit the stuff dwarves take, but not absolutely, because in a fort with a thousand quartz thrones it's not unreasonable for a dwarf to use two - but you don't want them to fill their rooms with chairs either.

There was a suggestion earlier that dwarves would destruct things in their rooms and replace them with the item of the quality they liked. That way the player could still have more or less uniform rooms.
