I think he's saying if you deconstruct the wagon, it turns into non-Tower Cap wood. I never noticed if it did or not, but if it does, I'd say it's not a bug. Just something that could be changed to add more "flavor".

Correct.

I can K on a tile which contains a wagon tile and it'll come up with some bullshit as Saguaro wagon or Pine wagon or even Larch wagon. Never Tower-cap wagon.

Wagons (The creature) use RACEGLOSS for their wood type.
Therefore any wagon can be any wood type.
It has nothing to do with who's using it.
Not exactly a bug, but moreover a flaw in the way wagons are implemented.
