Old Stockpile Issue

This isn't a new issue, I've found threads dating back to last November `06 on this issue, so I know it's there but it might be something that's not exactly a bug but not exactly the way I like things to work.

 If you have two seperate stockpiles, it seems that if one has bins, dwarves will send goods to the one with bins over any other one, even if one is a thousand times closer.

 So in my case, I had some craftsdwarves who had moved from outside the fort to a new crafting station I made inside.  After finishing a craft, a hauler took the good, and ran outside to put it in the old "Finished Goods" pile instead of the new one, 3 spaces away from the workshop.

 Is their a workaround for this or is it a 'bug'?

The only workaround I know of is making more bins.  Hauling is suboptimal in many cases.  This one in part comes from the way bins used to work -- an item or a bin used to take up a pile square, so you wouldn't want them placing items in anything but bins or you'd run out of space.  Now that bins are assigned to squares independent of their occupancy state, it wouldn't matter so much if they place items in nearby empty squares.
