Voted Yay for both micelus and filiusenox's ideas

"Since I've supported the new moon mission, I must agree to what they say."

"Hmm... what's that? O'neill cylinders? Well, if we can get one running, that would be absolutely fantasic."

"But planetary defense is our top priority, so make sure security is up to par with these wonderful propositions."

How is making a united earth army resource consumption? We have plenty of people and we need the defense.

Nah. We need to vent some of the people's rage and the excess pop by colonizing the moon/mars.
They'll be pissed off if we built something super expensive that we can't use right now. Like revolt pissed.

Yes that's an O'neil cylinder.

Turn 2.
Late December, 2400

Counsel Minutes.
"I motion to send a colony to the moon to begin excavation for an underground city."  Beep!

" It's not an ideal solution, and I would of wanted to see the building design approved by Solar Engineering.  As long as it's volunteers only, I have No Objections.  Since I've supported the new moon mission, I must agree to what they say."

"Do it before they egg my house."

*Wags tail in approvial*

Motion: Colonize the Moon.
4 Yays, 0 Nays: Motion Passes!

"The second motion of the day is to train an Earth Defense force.  I don't trust the surf to stay calm in these times of crisis, the polar caps have both melted completely and "Coastal Conservation" has gained considerable ground politically.  I want a Paramilitary.  This will create a buffer betwe-"

"I SECOND THE MOTION!"

"..."

"..."

"Only with the greatest of scorn do I accept this proposition.  We are here to represent, not suppress the population, a united military will have other benefits for Earths defense.

*Wags his tail while looking at Neilson.*

Motion: Create 'United Earth Defense Force' (paramilitary)
4 Yays, 0 Nays: Motion Passes!

How long will it take to build a new spaceship? Just like a freighter?

Build Time Rules.
Build time = total resources / 20.

Usually, you won't know how many resources something is going to cost until you try to build it, (because I dont have a list of things you can build)  But a freighter would probably take 1 turn, two max if you built it big.  Be specific when describing your construction requests.

The Earth takes 36 turns to orbit the sun, so every 3 turns is a month.  Impact is in 2 months or 6 turns.

Keep researching.

We've got to be able to get there first in a timely manner before we decide what to do there.

There are three meteors heading for Earth, ready to destroy canine kind, and you're worried about colonizing the moon?!

I'm not sure but IIRC the dark side of the moon is not cold.  The nuclear reactions in it's core keep it very very hot regardless of what side is facing the sun.

Feel free to poke holes in any decriptions and outcomes I give, it will be educational.  This is my source for "Cold side of the moon"
http://www.universetoday.com/19623/temperature-of-the-moon/

Quote
the temperature of the Moon can dip down to -153°C during the night. Oh, but you’re going to want to keep some cool weather clothes too, since the temperature of the Moon in the day can rise to 107°C.

Y'know, I was probably thinking of the subterranean temperature of the moon.  I think once you go down a meter or so, the temperature only falls by 30 C at night.
