No, but from a gameplay balance standpoint: I wont let that prevent you from voting or tabling motion.
I have alot of information on what peoples motions are, but not their votes.  Naturally, I wont get everyones vote about everysinge issue every time.  If that turns out to be the case, I will simply vote in character for you.

I'm also waiting for someone to claim the captain before I start the next update, Captains are given orders from counsel often, but may follow the orders how they see fit.  Disregarding orders is also - possible - with a steep penalty to both the character in and out of game, (if they dont roleplay it well).

"That's my Idea. The moon could be made into a massive farming bio-dome, producing food for the earth. As well as an easy springboard to other planets. Plus the range of sensors would be much better then any on earth. It could also vent the excess population and make it seem like we are actually doing things to ensure our respective race's future, increase public stability...We need to deal with the overpopulation issue now..."

The additional land space would allow us to expand our population by 10%, support two more resource items.  No substantial sources of food, fuel or metals have been descovered on Luna's surface.  I regret to inform the Counsel that global temperature levels have increased these past two weeks, riots have been reported in several metropolitan areas, if this continues our industrial production may begin to suffer or the counsel building may be targeted.

Note that Scientists may research two projects at once.

Make an O'Neil cylinder oh wise council!

Also, research a rail launcher to launch food from mars into space to feed the eventual population of the O'Neil cylinder.  Turn the red planet into the green house.

This looks to be awesome. If I get a vote, I'd recommend sending a few O'Neil cylinders to one of the stable Earth-Moon Lagrange points.

You do have the means to build colonies, on similar worlds.  Planets that are too hot/cold or other such environmental factors are currently outside your range.

((Note that you need to construct the module to attach to a ship first, which costs minerals))

As Anto would say:
"We can only Colonize Mars and Luna currently, Mercury is way too close to the sun to even get close yet with a manned craft and Venus' atmosphere is suicide.  The Asteroid belt is our outer limit currently, anything beyond is too cold.
