D&D 3.5: Sunless Sea: Back to the Normal Time.

Hello! Since Western Marches is on haitus for an indefinite amount of time and all of the other games I was in are either dead or boring, I've decided to create a new one!

-This will be a boat-based campaign. Your character should be comfortable with travelling on a boat, should probably be able to swim and are allowed to take aquatic familiars and so forth. The first session will consist of the party coming together to design and name themselves a boat. Being able to breath underwater is not required, and waterbreathing supplies will be provided if they ever do become a requirement.
-This will also be an underground campaign! The titular Sunless Sea is a newly discovered underground freshwater "ocean" which the players will be exploring and claiming in the name of the Holy Empire of Alfheim. The party as a whole gets a boat to share between them and can resupply for free in newly constructed underground port-village of New Alfport, where they will be embarking from and reporting back to at the end of their voyages. Each individual member of the party starts with 1000 2700 gold.
-Don't put too much stock in preconceptions about races/cultures. Halflings have conquered the upper world under the banner of the Holy Alfheim Empire! The dwarven kingdom of Unterhold is ruled by vampires! The Drow do not worship a Spider Goddess! People underground are not always evil!
-Food, water, rope, rowboats, lanterns, lantern oil, etc. etc. will all be stored on the ship. You don't need to account for them yourself as long as you don't stray more than a day's travel from the boat.
-Characters start at level 3, character sheets will be posted in the second post. Please try not to break the game too hard, and please stick to the core races/classes unless you really really really want to play something else.
-This will be a Maptools campign, no hamachi. Hamachi is a pile of gnome droppings that never works when it needs to. Personal preference is for Sunday afternoons EST, but I am open to other times if I don't have classes at that hour.

Additional info:
-Psionics are allowed.
-LA buyoff is not.
-Point buy is 32.
-Select non-Core material may be approved if A] they are deemed to be balanced and B] you can (legally) make the relevant bit of rules text available to the thread for anyone without the book to consult.
-Take average HP or roll it in game when leveling up.
-Anthromorphic/Awakened animals are verboten.

I most likely will join this, depending on the time of the sessions. Just two questions:

Are psionics okay? (Specifically Ardent from Complete Psionic. I could live with Psion, though. They're in the d20srd.)
Are we using LA buyoff?

I'm casting Gem in the role of captain.  That is not to say that I'm imagining her bossing the other PC's around but rather as being the one in charge of running the ship since she is a veteran sailor and they presumably are not going to be.  Towards this end I'm wondering if I could swap out the feat improved initiative for a custom feat:

Aye-Aye sir!
Having this feat enables a character to assemble and lead a crew for a vessel they captain.  This crew will not work for free but they will generally be loyal and competent.  The crew includes a first mate who is capable of assuming leadership if necessary.  When the captain or first mate is assisted by the crew in any skill checks related to the running of the vessel, they gain a +2 circumstance bonus to the skill check.  This bonus stacks with the bonus from an aid another attempt made by any other character.

Human or Elf depending on world back story (Whom do our halfling overlords like more?) and what way I decide to go. What are the rules on where I get my spells? Should I stick to mostly core?

What is the point buy?'

Oh. Also. One question that may or may not be answerable. Are we looking at a lot of water and ship fighting, or will that be more of the transport?

@Edio: Non-core races may be accepted if A] you really really want to play them for reasons other than "it has useful racial bonuses" and B] I don't think the race is thematically stupid.

@Dwarmin: Kobolds are acceptable.

@Barbarossa I don't own Complete Psi, but based on the website description, it may be acceptable if you stick to mantles with powers from the SRD or XPHB or can provide me with the relevant info. LA buyoff is not allowed, as it leads to a variety of shenanigans. You may, however, provide a LA +0 version of whatever race it is you want, subject to approval. A lot of the more monsterous races have LA that they honestly don't deserve.

@mainiac: Provisionally approved, given that you update your stats to reflect a 32 point buy rather than a 24 point buy. Please write up your character sheet on mythweavers when you get a chance so I can link it in the OP.

@Criptfeind: There is room still. Characters are added on a First Approved, First Serve basis up to about 5 or so people. The halflings are more familiar with humans because they are closer geographically to Alfheim, but both are considered to be strange and foreign. You should, ideally, stick to core spells. Select non-core spells may be approved on a one by one basis, given that you can provide the info for them. This largely depends on how often your characters decide to stop on an island/shore and scope things out. If you, for whatever reason, refuse to go on shore, most combats will, by neccessity, occur onboard.

@Everyone: Point buy is 32, make characters accordingly.

Assuming that Fridays work I'll write up a sheet now. If not I'll shift my availability at work. :P

Is it possible to be an Aquatic Dwarf (Unearthed Arcana, p.7) that can breathe above water as well? I'll start and post a sheet, but it won't be complete tonight for my sanity (it is midnight right now).
