Oh gods. I love these guys. When I finish refining them, I'm going to use them in my co-DM's upcoming oneshot campaign.
I made them a bunch more customizable, with the ability to spend feats to increase your natural abilities- some have penalties, however. This allows for Aquatic-esque Naga with a swim speed/hold breath, Earth Naga with a slow burrow speed, Forest Naga with a climb speed.
The racial feat list is incomplete, but workable for now. Just got Forest Naga racial feats to do, I think. I still need to go through and streamline/add lore/ fix typos/standardize. But it's nearly done.
Description
Personality:
Naga personality varies greatly from individual to individual; they have no set personality type.
Physical Description:
Naga resemble snakes from the start of the legs, down. Their upper body is that of an Elf. They possess long tails ranging from 9 to 15 feet in length in place of legs. The size, color, and shape of the scales on their tails vary from individual or group. The color of the hair generally corresponds in some way to their scale color. Aquatic Naga often have paddle-shaped tails, while subterranean Naga posses rough, rocky scales. Grassland Naga have smooth, green keeled scales. Some possess hoods along the side of their waist, others have rattles on the tips of their tails.
Relations:
Relations with Elves, Gnomes, and Fey are generally quite good regardless of the origin of the Naga. Other relations can be altered based on habitat and community. Earth (Subterranean) Naga are quite suspicious of Halflings,
Alignment:
Naga alignment is highly varied. Some are very kind, while others can be considered extremely cruel. The Naga generally is not conscious of the difference, acting only as it feels is right- it is other races that put an alignment on them.
Naga Lands:
Nagas are very widespread, inhabiting reefs, islands, cave systems, forests, or grassy prairies. The majority of Nagas are grass and forest Nagas, originating from the Elven lands.
Religion:
The majority of Nagas follow Seshkali. Seshkali is the Goddess of the Naga. Seshkali most often takes the form of a four-armed Naga and is associated with water, knowledge, war, and time. She is often depicted holding a scimitar and hourglass.
Language:
Nagas speak Draconic and Common, but often learn the languages of those that they encounter often. As such, many know Elven or Sylvan. These Naga come primarily from the southern Elven lands. Subterranean nagas often learn Gnome or Dwarf. Aquatic Naga generally know Aquan or Halfling, since these are the ones that trade the most with the Imperials.
Adventurers:
Being fairly adaptable to many environments, they enjoy travel. Adventuring is an easy way to get around.
Racial Traits and Mechanics
• Creature Type: Monstrous Humanoid.
• Large (long): A Naga takes up two squares. They may only threaten from one at a time- it takes a free action on their turn to switch threatened squares. Another creature may take up the square the Naga is not threatening, but this prevents the Naga from switching to that square. As large creatures, Naga take a -1 on AC, a +4 to Grapple, and a -4 to Hide. Naga possess a 5' reach (unlike most Large creatures).
• Small Torso: Although Large, they may only wield weapons of a single size smaller than themselves; they take no Attack penalty (from size) when using weapons of this size or their natural weapons.
• Ability Mods: Nagas are exceptionally dexterous, much like both Elves and snakes, giving them +2 Dex. Again, like both, they are not very tough; they have a penalty of -2 Con.
• Naga base land speed is 30 feet.
• Racial Bonuses: +4 Grapple, +4 Hide + Racial Hide Mod*
• Low-Light Vision: A Naga may see in much dimmer light than a human thanks to their Elven upper-halves.
• Cannot Jump: Naga lack legs and their tails make conventional jumping impossible. They can attempt to lunge, taking only half of their jump check.
• Compact: A Naga may be treated as one size smaller than her current size when attempting to enter a confined space; however, she is treated as being prone while doing so.
• Natural Weapons: A Naga possesses strong jaws, giving it a Bite attack (1d4+Str). This is a secondary attack. Nagas rarely use it except in dire situations.
• Grappling: A Naga that successfully grapples a target may Constrict them for 1d6+Str damage with its coils. While Constricting, a Naga is immobile. A grappled target two sizes smaller can be consumed on a successful Bite attack followed by a winning Grapple Check.
• Automatic Languages: Common, Draconic
• Naga Race: A Naga must take one Naga Race (Any) feat at first level. Any Naga can have only one Naga Race feat. This is a free, required bonus feat upon chargen.

Grants Swim 20 ft., Hold Breath, *+4 Hide checks in water, add Aquan and Halfling to list of Bonus Languages, Favored Class: Wizard; Water Naga tend to be more magical than other races of Naga. Their undersea dwellings are often enchanted to provide living areas for air-breathing creatures.
Hold Breath (Ex): Lets a Naga hold its breath for a period of hours equal to their Constitution modifier.

Quartz Joints [Racial]

Benefit
Increases the power of the Naga’s Constrict to 1d8+Str and their Grapple by +2. Taking this feat removes the Naga’s Bite attack and Swallow Whole ability. Burrow Speed increased by 5 feet.
Normal
A Naga’s Constrict normally deals 1d6+Str damage.
