As much peaceful expansion within the empire as possible (PU, vassal) before taking on TO, becoming HRE, becoming Prussia, forming Germany, forming HRE. hopefully in that order.

incidentally does anyone know if I lose Prussia's +discipline if I form Germany/HRE?
