Perhaps you'd like to base this off another more effective and existing system rather than making your own? d20 and the system for Dark Heresy might work well for this.
I would but I lost my PDF when I was cleaning up my computer, so I don't have it on my comp any more :/

I will take a look at Pathfinder, and Dark Heresy Books, so thanks, but I will need to think it over a bit.

Okay I have finished all the Character Creation stuff, so check it alot of stuff was added to it, and (With the Help of NewsMuffin) I have several unit sheets, and a vehicle sheet now completed. I am now going to work on the basic backstory for where your at, and everything.

Quick question before I set my attributes: is the SPI armor a rank I or rank II armor?

Also, is there any penalty for having a stat at 0?

It is a Rank I all starting gear is, so don't worry about having to get points to gain a Rank II armor.

If I can get the books from Phantom (I would really just like the base stuff (Character Creation Bits without the WH40K classes, Psycher Stuff, etc. Or in other words just the mechanics), then I will use the DH System, and the help would be appreciated.

Yes, and Yes though note you will only be able to MJOLNIR Mk. I, and SPI Armor.

(note: i based this character off what i think a combination of a combat engineer and a Combat systems officer would be. As he's not a spartan It wouldn't make sense to have as strong, fast or tough as the spartans so i put most of his stats in int. Tell me if you think i should make changes.)

Also having a stat at 0 gives a you a -3 to any rolls related to that stat.

How crippling is a -3 to luck? As in what is luck used for, and what penalties can i expect.

Luck is used to give you rerolls per session, and gives you bonuses when 'sensing' somethings off (And maybe saving you from a bullet from time to time) Though it won't matter if I get the books for Dark Heresy I will just adapt that system to this, so you will need to make a new character, so you should probably hold off on that for a bit until I get it all worked out.
