I took that one but moved onto level 2 dungeons before attempting it. Maybe you can check if dungeon quests are still available to other players after one person takes it?

I don't know what happened to the garrison @12,80 but their castle lies empty...
There seem to be a great number of empty castles... nearly all of them with 0 other structures.  Since structures don't seem to decay, it looks like they're just holdovers from time long past...

Captured. I have a hunch they get damaged (but maybe it's the monsters and not the takeover? :-\) I can't imagine why someone would build a level 4 castle, but no buildings...

In related news, I have claimed 17, 78 for the revolution. Useful industries will resume shortly (I ran into the one prosperous town that doesn't have clay)

I'm currently in my first dungeon, doing a quest to find a bunch of amulets. Is there any penalty to logging off in a dungeon? (ie. will I get attacked offline?)

I think you can, yes, but I'm not sure. I just overnighted in a dungeon (ran out of turns, and didn't get more when I should have...) without negative effects.

Also, I just cleared out most of this dungeon for a quest. Accidentally take a teleporte and end up on the firts level, near a chest I've looted at least four times. Check it anyway. It's got my objective.

Also your daily spells won't recharge in a dungeon/sewers. You can also get attacked if you log off in the wilderness. I'm not 100% sure about whether spells recharge in the wilderness or not. Maybe someone can confirm that detail?

Spells recharge in dungeons, or at least they did for me.

Also wyverns are unholy.

If I cast portal and return to the dungeon after a day or two, will I have to search the dungeon all over again (like, does it randomly generate itself every few days?)

No. Chests may move, and monsters may change, but the layout remains, or at least did for me.

Wyverns are just generally hard to beat. I tried it at party level 1. Didn't work out. For the scrolls, you need a level 8 caster (priest or mage), and they can only inscribe spells they've memorized for the day. Useful for stocking up on Portal scrolls, from what I hear.

Well, wyverns comfortably two-or-three-shot my level four priests. I only survived killing off eight of them because they kept attacking my main warrior, who has high defence factor and tons of hitpoints, as well as a priest constantly healing him. Meanwhile, that same warrior takes three or four shots to kill a wyvern with his battleaxe, assuming he hits, and my halberdier priests have the same problem but worse.
