Just started a party. Does this game have a guild system or something, and if it does, does Bay12 have a guild there I can join?

We're working to found a kingdom, tad more prestigious than a guild.  It takes a bit of effort, but I've taken the first steps now.

Otherwise, anyone been mayor before?  There's not too many options for controls, though I think just handling the area and keeping monsters at bay will boost the prosperity over time.  If anyone wants to start dominating the area, ridding the land of monsters and completing quests should be a good goal.  Good news is that it already has level 10 market, barracks, and runes, so it should have some semi-decent progression on its own.  It'll just be a matter of cultivating the peasantry over time...

I'd recommend just work on leveling up yourself to the point you're at least doing level 2 dungeon raids/quests.

There's no point gravitating to girlinhat's location until after she has 8 cities and forms a country. In fact if we all adventure around the same location then the dungeons etc, quests in that area will be depleted and it will slow everyone down. So it's pretty much spread out and adventure in your local area until you're high enough level to get a mayor (level 15). Focus on the most difficult dungeons you can manage (be prepared to run away and go back to level 1 dungeons if you're not up there yet).

Once girlinhat has a country running she'll be able to create king's quests to hand out, which will give rewards and XP.

It's 4 cities, actually.  And you can help a bit by clearing out the nearby monsters and dungeons.  It'll increase my town's prosperity, which means more income and more guards, as well as taxes that'll go towards future expansions and security.  It won't have immediate effect, but if you are simply dying to be productive, keeping the city's surroundings secure does do some good.

However, the game does run zero-sum.  If you clear out the monsters near town, there's not monsters near town.  So if you're just intent on raising your own value, then venture further away and don't get into each other's zones.  Helping the city won't get you too much personal gain, honestly.

I also stumbled over a level 4 dungeon at 78,68, do we know if there's level 5 dungeon types?

Ah, I've been raiding that 78,68 dungeon.  I still have trouble staying for too long, but yea, its a level 4, so I recommend you have at least an average of 50 defense before going in.

For my town's garrison, I've started training paladins.  Dwarven Priests with 13's in Strength, Agility, Divinity, and Constitution, with a 3 in Intelligence.  As I level them, I'll do a point in con and div, and alternate a point between strength and agility.  They'll be given almost entirely "heal" as their spell list, with 50%-75% autocast rate.  The idea is, they're just really annoyingly healthy.  Tanky to begin with, and then they heal each other constantly.  Ought to be a good defensive garrison as well as high end dungeon delving.  Though for higher dungeons, I'll likely just take a few archers with super-bows and a priest or two with haste memorized, so I can rain death on all foes...

I can't seem to find any mobs in the sewers. All I see are a bunch of skeletons. And when I try to go into the wilderness, I get a bunch of wyverns that one shot my mage and cleric.

Try going to a different town, stick to roads and travel quickly.  Every town has a sewer.

Sewers regen regularly. Someone probably cleared it out just before you got there. If you can't find anything in the first ~3 rooms then it's probably been cleared by someone else and you have to try sewers in another town. Just avoid the things between towns until your guys are levels 2-3 and they should mostly have chainmail. Also, check the battle info before engaging. Flee if you're not sure.

Keep an eye on the move costs involved, don't walk over mountains or ponds, they cost the most turns. I think they seem to have most hostiles on high-imove-cost squares too, that might be because of people avoiding them.

After you're all level 3/chainmail do a few "kill x monsters near town" quests to boost the xp from fighting monsters, use scouting so that you're not walking around blindly and you can locate the needed mobs with wasting moves. These are also good because you stick close to the towns and can pay for healing fast. Keep an eye out for dungeon quests while doing these, you get the raid loot plus the quest bonus.

I don't think so ... you have to let it expire by itself and take quests from another town. It depends on what mobs are near your city. You can use scouting in the areas near the city to tell you what's there. Some are 3-4 low-level monsters only, and sometimes you get injured mobs that ran away from a previous battle e.g. 1 zombie left of a stack of 9, if you kill them you get 1 zombie worth of XP by 9 zombies worth of gold.

btw, Sage works fine for me, so I used the sage to locate all the level 2 dungeons in the allowed radius, the map marks them all now.
