Should Fire Imps be able to swim through lava-submerged fortifications?

The fortifications havent melted- [k] shows them as merely 'warm'
The Fire Imps arent being spawned down there, or pathing a long way around- there is one wandering back and forth over a fortification down there.
Fire Imps are size 3- is this small enough to fit through? Or possibly they are considered able to fly over the fortification despite the ceiling?

I have a save if this is indeed a bug rather than just differing expectations on my part.
