Can't drain river with fortification

So I've read past threads stating that you can drain a river at the edge of the map by carving a fortification "into" the last tile. When I try to do this, the game won't let me place the fortification less than five tiles from the edge because "too close to the edge". What am I missing? How exactly is this done?

You have to dig it out. You can't build it.

Smooth the stone, and when the dwarves are done, carve a fortification into it.

You're supposed to dig the drainage tunnel into the stone, and then make an underground map edge fortification in the stone.

Also, make sure you're at the right correct end. I -think- that trying to drain the river into the same direction it's traveling is a waste of time.

To clarify the previous points (also because I ran into this myself): You find a piece of stone wall on the edge of the map. You smooth it. you then (d)esignate it to c(a)rve fortification.

So that's d-s and then d-a.
