Miners are idiots.

My miners wont get out of a flooding cavern. I built a stairway to the surface and had to activate them as soldiers to force them to leave. After restricting the area and deactivating them, they immediately ran back into the flooding room, completely disregarding the traffic rules.

Traffic rules do not prevent someone from going someplace.  The ONLY thing they mean is, "Prefer not to take this path to get somewhere else".  You can set a place restricted all you want, but if your dwarves decide they're going in, then they're going in.

Restricted is only useful if you want your dwarves to circle broadly around a volcano when they go past it, instead of walking along the edge.

try designating some other area as a meeting hall.

Try marking the flooded area with the designate forbidden tool (which doesn't actually make an area, it just changes the forbidden state on items in the selected area). Maybe they're trying to fetch some item that's in there.

In which menu can you find that tool? I was looking for such a thing and I didn't find it.

I think he means to check each item with [k] and mark them as forbidden [f].

I think you can designate a large number of items as forbidden by using the designation menu.
