My mayor demands a turtle shell chest in the dining room. How do you make a turtle shell chest? Or does he mean a chest decorated with turtle shells?

He means a chest made of turtle shell, which you can only get by way of a strange mood. Luckily, it's a demand (mandates are far more general, such as "make X turtle shell items"). Demands, unlike mandates, don't incur the wrath of the justice system, so feel free to ignore them - doing so will only piss off your mayor, and won't result in a useful dwarf getting beaten to death.

EDIT: Unless your mayor is both really badass and already unhappy, in which case the potential tantrum might be lethal to somebody, almost certainly the last dwarf you'd want him to kill.

Y'know what'll cheer him up? Some armour and weaponry in his room. And, some goblins for companionship.

Save space by making the goblins carry the weapons and wear the armour. And have a squad of soldiers outside so nobody crashes their party.
