Was this a save made in the old version?  The bad data will persist in old version smelters.

Will this fix itself if you disassemble the smelters, and build them again?

Also, does this apply to alloys?

Yea, it was an old version save. It only happened once, so I think it's fixed itself now.

I've smelted several individual steel bolts and gotten nothing at all from them in the nov 1 version.

I've smelted a stack of 5 steel bolts too, and got nothing. I'll try with a steel crossbow and see if anything happens...

You don't get bars from every melting -- it counts metal in tenths in the smelter (you can't see it at this point).  Yeah, if you destroy the furnace and rebuild it, the erroneous tenths from the old version disappear.
