Retcyl left the Arena, but not before looking over the grounds. Currently empty of fighters or farmers, only sand and a hint of blood here and there. Still, there would be fighters here eventually, even if the previous laws have been changed. The Arena was a fine place really, a work of art of an empire long past. Its rigid structure and the layering was good for this area. Interesting.

Retcyl eventually made it to the palace, again requesting a meeting with the Lord Chancellor.

"I do expect a meeting this time, guardsman."

"Not my fault if the Lord Chancellor doesn't want ta meet you, lizard."

"Of course. The servants will prepare a chamber for you and you will have access to messengers when you wish to contact William. However, you will not be allowed to go around the palace at night, or to go in some of the more important rooms. No offense intended - it's simply a matter a security."

A guard entered the room and whispered a few words to Kathos. The Lord Chancellor seemed surprised.

"Ah... Time to end this meeting, John. Apparently, someone 'important' wishes to talk to me... That could be extremelly interesting."

A guard led John to his room, and told him that if he needed anything he could simply ask the servants.

Retcyl eventually made it to the palace, again requesting a meeting with the Lord Chancellor.

"I do expect a meeting this time, guardsman."

"Not my fault if the Lord Chancellor doesn't want ta meet you, lizard."

Not one but two guards led Retcyl to the council room, where Kathos was waiting for him. The Lord Chancellor did not smile when the hatcuri entered. When Kathos spoke, there was an hint of sarcasm in his voice.

"Welcome, Retcyl. Do you remember me?"

My conditions would be that I get access to the armoury and stables. If you are interested in this, then we can further discuss my pay."

"Well, a few days ago I killed a Double Noughts boss named Awalia. That was my first job here in Ligoria. I am skilled in swordplay and stealth. As an assassin I am also very well educated. It is quite surprising that you don't know the LaWitch family, they are very highly thought of across the bay, especially as assassins and spies."

"They are probably well known, but that's not going to help you get the job. Professionnal spies don't make themselves known to the rest of the world, in general. However, I need someone as a spy, and you've mentionned that you dealed with the Double Noughts recently..."

Kathos paused for a few seconds, thinking.

"Well, half a ducat for something easy, like removing a minor noble or gang leader. A ducat for something like infiltration, sabotage of a government and the killing of somebody important or high ranking. Also if I may ask, when will the University be finished?"

As you may be aware, there is a high level of organized crime in Talama. I want to stop that. I need you to collect information about the gang leaders of the city. I need their names, their location, and what's protecting them. We already have information about the leader of the Bloody Fists, so you won't have to deal with that. Your information must be extremelly precise; I wish to arrest them all in one hit, which means that we must know where they will be when we'll send men after them. You can kill them if you wish, but it's not necessary, as long as you provide enough information for us to arrest them."

Kathos cleared his throat.

"If it's possible, finish this before Spring. Understood?"

Seize De Plume lands. Send messages to all borderland lords, informing them that Baroness is broken and without power to bully them, with Republic offering safety to all that join and bringing her to justice.

You easily succeed in seizing De Plume's lands. Regretably, they are unpopulated and will need to be reclaimed by settlers from Ligoria.
[3] Several of your messengers make it back, a bit roughed up, they say they were pursued relentlessly by riders on their path to the lands of the other nobles. Once caught they were beaten, their messages stolen and destroyed and told to return to you and say De Plume will be victorious.

6 Parcels of Wild Land claimed. Wild land converts to Open land at a 3:1 ratio (3 Wild land: 1 Open land) and confers no bonus without settling.  Settling is done at the cost of 1 manpower per open land created. (1 open land takes 3 Wild Land, and 1 manpower total)

"I do not have a problem with hatcuris, Retcyl; I have a problem with the empire that sent you. We both know that Laythe was naive and easily duped, but I am not Laythe, and I dislike the idea of letting one of the most powerful nations in the world accumulate power in the Storm Coast."

Kathos also had a personnal problem with Retcyl - he did not forgive easily past insults - but that was not today's matter. He was no longer a minor noble of Ligoria, but the Lord Chancellor of the Republic, and his personnal opinions should not matter in his diplomatical decisions.

Hire an engineer. Send messages to ships in Polca to return. Head off to the arena and find out who exactly runs it. Send some men to find out if there are any mercenary ship crews selling their services in the city. Send the Bleeding Fists to discreetly rob a local historian's collection for writings of naval history and tactics.

You hire an engineer (-3d). Your ships return with a request from William about a meeting. ((Arena things handled by heads of Ligoria))
[3] You find a merc crew currently unemployed, [6] they're pretty cheap - but they require their payment up front for the length of contract (.3/season, min [2] seasons)

After that he checks the treasury and examines the most common type of house in Polca. Mostly to see if they are ramshackle, rundown and what the common folk commonly live in.
Also the quality of life in Polca for the commoner, if the streets are clean and the state of the walls and roads.

Then he heads to the Brothel house and speaks with the Madame.


Treasury contains 1.3d left this year after your extortion earlier this year. Housing in Polca is average, not great but serviceable.

You're greeted by the same man as before and led into the Madame's office.

"Hello again, I see you've accomplished a fair bit lately? How is our favorite puppet these days?"

There was no other choice but to try again and again. She was afraid to come out, but she kept an eye on the camp.  Well, maybe there was an opportunity to find her somehow, talk with her. But it would have to be on Niko's terms.

Question the messengers about the ambushes: the places, the direction, anything. Send another wave of messengers with the same message as before.

This palace and the arena are proof of this...Which is what I wish to speak about. I would like to perform excavations on it and hopefully, were I allowed, the rest of the city. We could find lost artifacts and what ever lies beneath us; think of the lost history down there...and of course the prestige of the city will increase."

Retcyl paused and smiled slightly. Locanil would have enjoyed this, but his position gave him far too much work to do these days. Then Retcyl remembered something else.

"Oh and this nearly slipped my mind; would Ligoria be interested in a small navy? All that would be needed is  payment for the upkeep and control remaining with me, although you can do as you wish with them."
