Well, whatever their reasons, someone has. There's a rack of swords in an empty cell. You pick the lock, step into the cell, and immediately step on a caltrop. Meanwhile, opening the door has set off an alarm. You can hear the guards upstairs mobilizing, so you push on through, stepping carefully, until you reach the swords.
Which are blunt.

Still, better than nothing.

[6] You toss out a sword each, and your men take up positions by the door. Two guards come running down the stairs, and each one gets a facefull of blunt metal for their troubles. Three more guards arrive, treading with greater caution. [1] They have crossbows. They take down a man each before you can react.

The last of the guards falls under a hail of blows, but not before killing six of your men and injuring you.

You avail yourself of their weapons. [4] It is pointed out that there were 6 guards. One is missing-probably gone to get backup. Maybe it would be a good idea to skedaddle?

Go to the watchtower- or what's left of it- with an armed bodyguard.
[2] You arrive at the watchtower. Crows circle it, and it has large, man-sized windows, perfect for launching oneself out of with giant bat wings.

Unfortunately, the door is locked. And the lock rusted. And the aforementioned windows are very high up. You pound on the door a little, but it's a sturdy thing- reinforced oak, which has swelled from poor treatment and has practically merged with the door frame. You couldn't open this even if it was unlocked.

He takes the unoccupied seat across from Arven.

Laythe took a moment to breath, and look out a window for a bit.

"At any rate your military training is suspended. Wilheim is currently on active duty, and I'd prefer not having raw recruits in the field. Besides, I'd say you've earned a break considering I haven't enjoyed myself in years. So thank you."

'Tala' probably gave her first genuine smile in months...

"It was the least I could do for my Queen."

She backed out with a bow. Now, there was things to do, and the time to do it. She could use more helpers.

Action: Tala Alanis contacts her estate and begins to arrange for more Dragon Empire agents to be brought into Talama.

Although, I knew a kid, back in the day, who had the curse. Very clever thief, never kept what he stole. Never bragged about it, but everyone knew he did it. He wasn't in it for gold or glory, just for the thrill of it. Really weird bugger. Nose like a potato.
Anyway, we pulled a prank on him once, tricked him into stealing from the stadsheer. He got beat up and put in jail for a month, and when he came out, know what he said? Most fun he ever had.

Ah... the point is, the Crow wants to play games? Set up a game for him to play. Then cheat like a one-eyed greensman. If he's anything like that kid, he'll walk right into the trap, and not even mind getting caught. Till he dies. Maybe not even then. Crazy folk like him welcome death with open arms."

[6] You run. The guards chase you. You duck and weave and jump and roll, losing pursuers at every turn. You leave the dungeons, cross the courtyards, speed down the streets, and rampage over the rooftops. Eventually you shake off all your pursuers, and head to the gates.

Which are locked and barred and heavily guarded. The whole city seems to be on alert, and no one is getting in or out. Even the port is locked down.

"Possibly. Though the glory bit may be a bit contested, considering every time something major gets stolen he flys over the city bragging about it. He's been at this for about seven years now, never got caught, incapacitated, or killed. Lucky bastard.

As for a trap, every time we've planted one for him, he does the near opposite of. Bastard stole my pants right off of me once..."
