Wait, what. Are you really expecting so many GM volunteers that you will need to vote over it?
That said, I would be willing to serve as an impartial dicebot and adding machine. Now, I don't have the best history of running games, but I currently have madcrazy amounts of free time, and it doesn't look to be diminishing in the near future. So long as things stay sensible (ahahahahaha), I would probably be able to fulfil at least the base mechanical aspects of the role indefinitely.
But not the rule arbitrating. I have no idea how balanced the rules were last game, and it would take me a while to get a feel for them in this one. So that would have to be outsourced to... democracy, why not. Democracy knows what's best, no?

Oh, and my character is deliberately unlikely to be overly involved in politics, so I sincerely doubt that a conflict of interest would come up.

If you wan't to be a neutral gm, (and I would be really happy if we had at least one or two, as well as the head gm) you can still play. You just have to make sure your character is not working directly for a faction, and you should be neutral 80% of the time.

Choose whoever, as long as strict impartiality is observed. CG would be a great GM in my opinion, but it would be great to see him in play as well.

I don't want to Head GM, but I don't at all mind working on mechanics and design.

As i said before, i would rather play a faction such as the SCTG

Allows for a neutral position that can also provoke storyline where required

Impartial being the guy who rolls the dice and keeps records of the secret things. I hardly see how I could mess that up.
