Theoretically, if you could send a signal back in time you could use it to design a CPU with a clock rate arbitrarily close to infinity. Latency reduction would just be the least of its implications!

Considering it's an over a year old April Fools Day post, I'm going to say fake

If you then flick your wrist so the laser is pointing at the left side of the moon,

Then the laser beam will have moved (aprox) *20 the speed of light over the surface of the moon.
