Don't forget to prevent them from advancing in political status. RP wise, they're slaves, although funny ones. You could send Ground Training Facilities there tough, and use them to form auxiliarie (Mobile Infantry, Assault Infantry and Replacement, Heavy Assault and Marines should be made on Roman only.)

Also be sure to never send administrators with pop growth bonus there, we need to jack up the human % of the population.

Plan was to let them move to Subjugated status (goes Conquered -> Occupied -> Subjugated -> Candidate Population -> Imperial Population, with production and wealth being 20%, 40%, 60%, 80%, and 100%). That would get us 60% tax and production (3x what we're getting now) and only require 1/4 of the ground forces to police them, so we could move most of the troops back to other worlds. The next step up, candidate population, requires no ground forces - so that would be the point where they stop becoming slaves.

Pop growth thing was already considered, that's why a wealth and mining guy was sent there.

-edit- lol, I just caught a nasty design flaw in my Legion and Vincere ships. I accidentally used Legionary fire control systems instead of the larger ones (with double the tracking speed) that were designed for the carriers. Good thing we never found any serious threats, I'll have to refit our carriers asap.

Administrator Lucius Amatius Proculus' Personal Log, 1st January, 2139

A comprehensive report on the environmental tolerances of the Motala people has been made public. Their gravity range is 0.31 to 1.75. Their oxygen tolerance is from 0.061 to 0.161. Their temperature tolerances are from -54.7 to -0.7. Their pressure tolerance is to a maximum of 1.37. Their gravity tolerance is about the same, but due to the temperature requirements they couldn't live on any worlds terraformed for humans. Their lower pressure tolerance means they wouldn't be able to live on high pressure worlds that require a significant greenhouse layer to be warm enough, which means that any world a Motala could live on would likely be capable of further terraforming until a human could live on it.

Due to this, the Motala people will most likely be left on their homeworld in favor of human colonists.

Administrator Lucius Amatius Proculus' Personal Log, 16th January, 2139

Our second sector command center just completed. I've decided to build 100 more construction factories to further increase our construction capacity before we begin building the new Oculis II PDCs. Our colonies are getting larger and wanting military protection, so the plan is to prefab PDCs on Earth and ship one out to each of the colonies.

Current construction capacity would allow us to build one every 150 days, which would take 3 years 9 months to build one PDC for each world. With increased construction capacity after building the 100 more factories we should be able to produce them in around 130 days, cutting the total build time to around 3 years. The construction factories will take around 8 months. By building the construction factories first we'll shave off a month, plus we'll have increased industrial output for our next project.

The MonkeyHead team is working on further improving engine power over efficiency before designing the new engines. He expects a 20% increase in power over the standard models, which should provide a thrust of 120 for the military variant. Even with the increased power over efficiency, the new engines will be far more fuel efficient than current models due to better overall efficiency of the design.

Administrator Lucius Amatius Proculus' Personal Log, 16th March, 2139

Exploration team 3 just reported back from Lacaille 9352. They completed the survey of the Ross 780 system, which was beyond the jump in Lacaille 9352.

Spoiler: Ross 780 system report (click to show/hide)

They're now heading to explore the other Lacaille 9352 jump.

Administrator Lucius Amatius Proculus' Personal Log, 27th March, 2139

A preliminary report from Lacaille 9352 just came in on the Gliese 1 system, which was beyond the jump in Lacaille 9352. There is one cold world at -109 with a 62% ice sheet which would make a good colony after terraforming, but not much else of note. The system has a large asteroid belt (228 asteroids) and a good number of system bodies, so the potential for minerals is there. They'll send a more detailed report once the system is fully surveyed.

Administrator Lucius Amatius Proculus' Personal Log, 4th April, 2139

The forces on Motala Prime have been doing well in stomping out resistance, and the political status of the world has changed to Occupied. Thanks to this we've been able to more successfully collect taxes. Administrator BishopX informs he that he should be able to pull an annual tax of 42836 from them. We expect another 50% increase once we've fully broken their resistance, which may still be a while.

The supply of Boronide on comet 3 has run out. All thats left now is duranium, which we have plenty of from other sources - so I've ceased buying their mineral output.

Administrator Lucius Amatius Proculus' Personal Log, 19th April, 2139

The MonkeyHead team has completed research into increased engine power, and a new series of engines are being finalized.

Spoiler: Engine Designs (click to show/hide)

For the benefit of the civilian sector, the commercial version is being researched first.

Administrator Lucius Amatius Proculus' Personal Log, 29th April, 2139

The commercial engine has been developed, and a new series of commercial ships have been designed using the new engines, all to be built out of the freighter shipyard tooled for the Frigus IV.

Spoiler: Commercial Ships (click to show/hide)

Thanks to advances in technology the size of the ships was reduced to 55,000 tons without reducing their range or capabilities. The Salvare II was changed to include a second salvage module in place of two cargo bays, since it's designed to be accompanied by cargo vessels anyway. The freighter yard is being retooled to build these new ships.

A subsidy of 2000 denarii has been given to all four of our commercial shipping lines to encourage building of these new, more efficient ships. Our two newest lines were given an additional 3000 to help them get started, as they currently have no ships. With the loot and subsequent income from Motala Prime such subsidies barely dent our budget.

The Fons Vitae has also been redesigned with the new engines, giving it a much better fuel efficiency and making the design smaller and cheaper with a slight speed increase.

Spoiler: Fons Vitae II (click to show/hide)

Administrator Lucius Amatius Proculus' Personal Log, 4th May, 2139

In redesigning our carriers, a serious design flaw was found. We accidentally used fire controls designed for the Legionaries in our Legion and Vincere ships. It's no wonder they had so much trouble shooting down enemy missiles in Alpha Centauri. Luckily we never encountered any serious missile-armed threats, as their tracking speed was only 8000 instead of 16000. The new designs will have the 20,000 km/s tracking speed fire controls, so future point defense should be much stronger.

Spoiler: Carrier Designs (click to show/hide)

The flag variant was designed to house our fleet command staff. Initially the design was to be better armed and armored than a standard carrier, but that would likely draw attention - so instead the Legion FV (for flag variant) has been designed to be identical to the Legion, with the flag bridge taking place of some additional fuel storage. With the new armor technology the design is already very heavily armored, so our command staff should be safe enough without drawing any unwanted attention that making the vessel larger would likely cause.

A new troop transport was also designed using the new engine and armor technology.

New survey vessels were designed too, utilizing the latest armor and engine tech. Designing the new Hypatia with the same old sensors and jump engine was a bit depressing, as we haven't made any advances in those fields since we designed her first model. Still, the increased speed and range is welcome - and an extra layer of armor was added for increased durability.

Spoiler: New Survey Designs (click to show/hide)

All associated shipyards are being retooled to build the new vessels. The new GB engine variant will be ready in 10 days, at which point the new Legionary and Capio vessels can be finalized.

Administrator Lucius Amatius Proculus' Personal Log, 15th May, 2139

The new Legionary and Capio vessels have been designed. Thanks to a slight range reduction on the fire controls (they always close to point blank before firing anyway), better armor technology, and more efficient reactors we were able to increase armor to 5 and double the fuel capacity of the Legionary. The speed increased 50% as well.

The Capio has a 50% speed increase and heavier armor at the cost of a smaller fuel tank. They still have enough for 7 days of flight though, travelling 8 billion km - which is plenty enough to do their jobs. The third armor layer should help survivability if they ever take any hits.

Due to the significant design changes, refit costs of the Legionary are going to be 10% more than producing new ships. The Capio ships will be cheaper to refit than build new though - since their main component, the drop module, remains the same.

The shipyards will be retooled next month and can begin producing the new small vessels. The carrier yard won't be retooled until June 2140 though.

Administrator Lucius Amatius Proculus' Personal Log, 2nd June, 2139

The missile technology has finally come together, and our first missile frigate has been designed. It's been given light armor, the same as the Legionaries, to allow for high speed and heavy armament. The fire control systems were overdesigned to allow for launching through ECM and to make use of next generation longer ranged missiles. The active sensors were kept small, since the ship is designed to operate with the Legion carriers playing main sensor duty. They're still adequate should the ship need to operate on its own, but don't take up a lot of space should it be operating with a larger sensor platform.

The missile loadout allows for three launches of long range Plumbata missiles spaced 15 minutes apart, followed by a close range launch of the more powerful but shorter range Pilums. In the future a collier may be designed to follow the fleet with extra reloads.

A collier capable of fully rearming three Lancea vessels has also been designed, but may not go into production for a while due to the lack of a shipyard for it and the lack of an immediate need to rearm our missile frigates in the field.

Spoiler: Collier (click to show/hide)

The first Lancea will be finished in August 2140. By that time a 2nd slipway will also be added to make producing and eventually refitting the missile frigates faster.

Two research labs are being brought back to Earth from Alexandria after being recovered.

Administrator Lucius Amatius Proculus' Personal Log, 17th June, 2139

Mercury has been fully terraformed, and the first colonists just arrived. Proxima Centauri II and Ross 128 II have been chosen as nearby terraformable sites for our orbital terraformers to terraform next. The world in Proxima Centauri is quite cold, but already has a breathable atmosphere and just needs a good bit of co2 to up the temperature. The world in Ross 128 needs some oxygen, but requires far less co2. Ten terraformers are heading to Proxima Centauri II while the other six go to Ross 128 II. After these are done we can work on a world in Barnard's Star and Lalande 21185, then every system surrounding Sol will have a colony.

Administrator Lucius Amatius Proculus' Personal Log, 28th June, 2139

I've just received a report from Akigagak on the Gliese 408 system, the system out past GJ 1156.

Exploration team 1 is now heading to the other jump in GJ 1156 now.

Retooling for the Legionary yard is complete, and the first five Legionary IIIs will be done in November. The Capio yard is also ready, and the Capio 1 is being refitted which will be finished in September.

I've decided to add a second slipway to the capio yard for future use.

Numerius just completed an improvement on our planetary sensors. He's now working on an increased bonus for tracking missiles over time.

Administrator Lucius Amatius Proculus' Personal Log, 26th November, 2139

We finally have a missiles and kinetic weapons specialist. Appius Granius Saloninus (20%, 25 labs). He's taking over for Vibius, our energy weapons specialist who has been researching missiles. Vibius will instead work on meson focusing technology.

The labs from Alexandria are back as well. They've been assigned to projects.

Administrator Lucius Amatius Proculus' Personal Log, 21st January, 2140

The first prefab Oculis PDC just finished construction, and is being shipped to Alexandria with the appropriate minerals for assembly. Alexandria already has a few construction factories, so should be able to build it within about a year.

Administrator Lucius Amatius Proculus' Personal Log, 1st February, 2140

We've crushed the last of their resistance on Motala Prime, fully subjugating the population. We're now getting 65000 annual wealth in taxes from them. The Tetsudo is delivering troops back to Earth now.

Administrator Lucius Amatius Proculus' Personal Log, 3rd February, 2140

The Oculis II has been delivered to Alexandria. With their 15 construction factories they'll have it assembled in May of 2141.

It's been nearly two years since Exploration team 2 last reported in, and the other exploration teams have long since reported in. They are out scouting the system past 36 Ophiuchi. Either the system is very large and is taking an extended period to survey, or they've encountered trouble. We'll have a new exploration team ready for deployment in June, at which point it might be prudent to have them check out the system beyond 36 Ophiuchi to make sure Exploration team 2 hasn't run out of fuel or something.

Yay, the Republic has conquered and enslaved its first race.  Do the taxes help stabilize the economy?  Or is the Roman republic still in the negative?

On the Legionnaires and missile ships, thank you for pointing out the general facts.  Fast, and capable of packing a punch, that's nice, not sure how it fits with the Roman theme, but anyway.

That is all.

Well, if that's true, then the economy problems are solved, as long as we get continual income from them.

If we do have a lot of surplus money, ramp up the legionnaire, transport, and missile ship production.  Forgive me if I do not understand the situation enough, but if it's an even remotely good idea, please do it.  It's always good to have a well prepared military, especially since the colonies want some security.

EDIT: Also, please make some ground troops, call them reserve or something, I just like the idea of a huge army.

Yeah, we should be producing ground troops non-stop. I don't even think they use minerals...

Also dump load of money on the civies if we get some.

Administrator Lucius Amatius Proculus' Personal Log, 15th February, 2140

The Motala are complaining that we aren't protecting them enough, even though they have a Legion with Legionaries. I've begun sending a few construction factories to Motala - just 18 - so they can assemble a PDC when it's ready for shipment. It will take a lot more than one PDC to satisfy them though. Now that they know what's out there, they demand a lot of military protection.

Administrator Lucius Amatius Proculus' Personal Log, 11th May, 2140

The troops have finally returned from Motala Prime. The garrison battalions have been left to police the world, but the mobile infantry, assault infantry, and marines have returned to Earth. The 1st Marine brigade remains in the 70 Ophiuchi system aboard the Vincere.

Administrator Lucius Amatius Proculus' Personal Log, 24th June, 2140

I've just received a report from Exploration team 3. They surveyed the system of Gliese 1, which was beyond the Lacaille 9352 jump. It's a dead end system with no other jumps. It has one world that could be terraformed, and some decent mineral deposits.

Spoiler: Gliese 1 system report (click to show/hide)

They'll now be heading for JP1 in Ross 780.

The Legion yard just finished retooling for the Legion III. Before we refit our current models, we'll build some new ones since it costs so much for refit. Our first Legion III will be done in July 2142. We're adding a second slipway to the Legion yard as well, which will be done about the same time.

Exploration team 4 just completed construction as well. They're launching under the command of Decturion Lucius Gellius Eulogius, heading to scout the jump past 36 Ophiuchi and check up on Exploration team 2, which still hasn't reported back.

Administrator Lucius Amatius Proculus' Personal Log, 11th July, 2140

Exploration team 4 has just reported back from 36 Ophiuchi. The system of Luyten Palomar 914-54 lies beyond the jump, and our exploration ships have been destroyed. There is no sign of any life pods - whoever destroyed them must have picked them up. What remains of the Hypatia 2 is drifting at a grav survey location, destroyed apparently while attempting to survey it, and the Ptolemy 2 is drifting within the asteroid belt. The Hypatia must have been destroyed first, for it not to have moved away from the jump survey location. With their destruction, the Ptolemy 2 had no hope of escaping the system and must have been run down in the asteroid belt. No other wreckage was detected in the system.

We have a gate leading into the system, so a Legion could jump in to assault the system - but a jump gate would need to be built on the other side to get back out, and retreat wouldn't be possible since the gate would take months to build.

Yea, GU training takes duranium and neutronium. I've still been nonstop training troops though. We have lots of both minerals.

So, we have an unknown threat in the new system. Our main force is in the 70 Ophiuchi system, with the Vincere having just got back to them and carrying a brigade of marines as well as the new faster Capio III class assault shuttles. We have 10 of the new Legionaries on Earth, but they're untrained and awaiting construction of the new Legion to begin task force training. The other Legionary forces are in Struve protecting Antium and Sol protecting Earth, consisting of 20 ships each with an old Locus ship for sensors. The two alien missile FACs are in Alpha Centauri. The first Lancea missile frigate will be done on August 20th.

A threat to the Legion?! Barbarians foolish enough to attack the Roman Empire?

Recruit a scout ship and send it to the system, something with sensors, to gather data on the enemy. Then, send in a gate builder to get started on the gate. The Jump might be far enough that they won't destroy the gate ship. If we wish to go early or we are attacked again, send the Legion in. Otherwise, let the Gate-ship gain a bit of progress on the inter-system gate so we can leave.

Chances are we can destroy this new threat, but I'd rather not take unnecessary chances. Barbarians they may be, but even barbarians have access to weapons and technology.

I've kind of lost track of the state of the military, but I would suggest a reconnaissance in force. Not a full scale attack, but something to get info and get out, only fighting if they have clear superiority. Use whatever can get their fastest.

Evidence that whatever did this took prisoners is particularly worrying. It also means they probably know much more about us than we do about them.

So, we'll need an Hypathia to escort a Locus in it. Yeah, it's time for recon. As soon as we've got a Legion II with a fully-trained complement of Legionaries, they should get in. In the meantime, station some picket ships this side of the jump.
