Galerius Lafrenius Osteranus just completed research into improved command and control. We can now build sector command installations.

I've ordere one built immediately to oversee our colonies. This also means there will be a position above planetary governor of Earth - sector governor. I'm hoping to receive the position, as it will give me more authority - but I may just be creating a new superior that I have to go to for approval. I'll find out in May when the facility is completed and the Consuls announce their choice.

Galerius is now working on a ship-based salvage system, to salvage the various wrecks in Alpha Centauri.

Our fourth engineer brigade has just completed training, and is being transported to the Alpha Centauri site. They've uncovered a research facility and an additional mine there. The research facility is being hauled back to Earth.

Research into fuel production has completed. Aulus Nepius is now continuing research into shipyard operations. Our annual fuel production is up to 4,160,000 litres now with 100 refineries. Hopefully this will prevent future shortages, if not we may need to build more refineries.

The two 1st generation Corbita cargo ships are being scrapped. They're far slower and use more fuel than the newer models.

I've been appointed Governor of Earth Sector. Apparently I was the only decent choice for the position, as our civilian administrators are apparently pretty terrible except for me. Lucky me! Sadly this means Earth's production and wealth creation will slow a bit, since the replacement wasn't near as good as I am. The bonuses across all our other colonies should make up for it eventually though. My increased involvement with the mining sites will boost mining yield by 20%, and population growth is up everywhere.

Oxygen has been added to Antium, making the atmosphere breathable. It's still too high of a oxygen concentration to be safe though, so now they're adding another 0.1 atm or so of nitrogen. Another two years and they should be finished.

Gravitational survey of Alpha Centauri is now complete.

Exploration team 2 is now heading for the 2nd jump in Alpha Centauri.

The last parts of the research lab have been shipped back from Alpha Centauri now, and the lab has been assigned to Zebulon for his armor research.

A geology team found 100,000 Corundium at access 0.1 on Struve 2398-A III, further increasing the mineral value of that world.

They also recovered another mine on Alpha Centauri-B II. So far they've gone over 10 of the installations, 3 mines 1 fuel refinery 1 research facility a fuel stockpile and 4 facilities that were unrecoverable.

Administrator Lucius Amatius Proculus' Personal Log, 15th June, 2132

An initial report just came back on LHS 292, the system behind JP2 in Alpha Centauri. There is one very cold world (-166.5) with a 96% ice sheet that could be terraformed, and an extremely hot one full of carbon dioxide (16.9 pressure, 1807 temp). All other worlds are too small to have habitable gravity. Their jump in was 2.15b km out from the star. They'll head back in and report back once the system is fully surveyed.

Exploration team 3 just reported back via Antium about EV Lacertae. It has 6 jumps, most of which are several billion km from the jump in. The 5th jump is closest to their entry (JP6) at only 762m km away.

They've decided to head back to Struve 2398 and take the 4th jump point next.

Exploration team 3 just reported back from 70 Ophiuchi, the binary system that was beyond the 4th jump in Struve 2398.

The initial report shows a very interesting world orbiting the B star - a bit cold, but with a perfectly breathable atmosphere of nitrogen and oxygen and a 70% liquid atmosphere. The third world is also terraformable, although it has no hydrosphere. It looks like it would make an excellent colony site.

There is a pre-existing gate leading back to Struve 2398 as well. The Legionary strike force in Struve (20 legionaries, 1 locus) has been sent to the jump to 70 Ophiuchi just in case an enemy threat is discovered there. They were watching the jump to Kruger, but no enemy presence was ever detected there so it should be safe for them to leave it unguarded.

I just got back a surprising report from Centurion Sextus Petilius Pustula, the commander of exploration team 3. The Ptolemy 3 spotted signs of a very large population on the world with a breathable atmosphere. They detected an EM signature of 166041, with a thermal of 16632. Flying closer, no other signatures were detected. The Hypatia 3 immediately jumped back to report.

For comparison, Earth's thermal signature is 17498, and the EM signature is 67341. Their EM is nearly triple that of Earth's, but the thermal is a bit smaller. This, combined with the apparent lack of any ships, leads me to believe that they may be a large pre-TN society - similar to how Earth was in the 20th century. With an EM signal that large they must have a population of around 3 billion.

I've sent a report to the Consuls and the Senate for advice on how to proceed.

So, how do we treat our new neighbors? This is the first time I've found a pre-TN NPR before, and it's apparently a really big one to have that big of an EM signature.

Also, we'll need names for the other colonies. Struve III will be colonized soon, and the colony in Alpha Centauri is already up to 4m. The other two near-habitable worlds in Alpha Centauri will need names eventually too, once we colonize them.

Be cautious, but friendly. If they are truly pre-NT, they can't really harm us. I say we befriend them so that we can scout out their position and trade with them. If later on we are unsatisfied, we can just nuke them from orbit.

Alas, for names, I suggest The Alps for one of our bordering, but empty systems. Named for the great mountain range that shielded our empire during it's infancy.

Also, if a colony could be named for a certain make of survey ship that have been so effective at expanding our empire to the stars, I'd be grateful. :P  Maybe one day my in-universe doppelganger could be assigned to run it, but I don't think that's possible or a good idea.

Since it's real stars I haven't really been naming systems, just the colonies. And are you suggesting Ptolemy as a colony name, or Hypatia? Ptolemy was the one that surveyed Sol for minerals, but Hypatia was the one that found the jump points and actually made the first jump.

As far as trade, if we were friendly with them long enough for them to allow trade access the civilians would trade begin - and it would give us a bigger civilian tax income from the trade. Not a huge benefit, but it is a bit of extra wealth.

Also note that if our intentions aren't friendly, we don't necessarily have to nuke them from orbit. We could send in the infantry and attack them by ground combat. We would probably need to train more troops and build some more troop transports though, as taking a world like that would probably need a lot more than a brigade or two of infantry. I could design a commercial variant troop transport for that purpose.

Alternatively, their atmosphere is less than 1 so we could just bombard all or most of their infantry to death with laser weapons and conquer them with one brigade. We could research a basic laser really cheaply, and temporarily refit the Vincere with lasers instead of mesons (which would probably only take about a month for the refit, since lasers are cheap). Since the temp is already really low that would make their hydrosphere freeze though (from the temp drop due to dust), which would drop their temp a bunch and require significant terraforming to bring it back high enough to melt. I think the temp where the hydrosphere freezes is -28 in the Aurora, so they're right on the verge of it. Not sure what their species tolerances are, but freezing their hydrosphere would most likely make them need infrastructure and kill a bunch off while we terraform the planet back to habitability for them.

Alien invaders coming and causing an ice age while they conquer your planet, heh.

I was referring to the Hypatia, yeah. Though Ptolemy could make a good name for one of our mining colonies.

On the war effort, while it may be cool (heh), I don't think permafrosting the first alien civ we come across is a very good idea. Maybe if they get annoying.

It'd be neat if Aurora let you play as pretend gods in this situation, convincing a primitive planet's people of your divinity by way of your hyper-advanced tech. I don't know how primitive the NPRS can get, though.

Screw the prime directive. Nuke/lase/weapon of choice them to death from orbit. If you really want to be nasty, hitting the population hard enough from orbit will make them surrender without any ground forces present.

I wonder if their generation was a bug, or if conventional NPRs are intended. I notice you can't manually create a conventional NPR.

I also notice (due to the low thermal signature, and confirmed with designer mode) that this NPR has no conventional industry like a conventional empire should. No conventional missile silos either. Not even any research labs, so they can't even research TN tech. They're basically trapped as a pre-TN civ. No way to ever build anything or ever be a threat to us. Is this how Steve modeled primitive societies, or some kind of bug?

As-is they're like a big piggy bank just waiting to be cracked open for their immense wealth.

Crush them.  Is there slavery in this game?  I don't want to destroy them all if the survivors can be used for any sort of production.

If we can't enslave them, smash them to bits, preferably through ground combat.  I want some Roman warfare!

Yeah, naval warfare is all well, but the way of the Romans is to invade by laser pilum and electro-gladius. Send in troops. Their troops will be weak, useless pre-TN divisions.

Don't use lasers, we want to keep all the installations and population. We can use them to colonize the cold planets we found.

So yeah, ground troop and massive ground invasion. Build a large troop carrier (I suggest Tetsudo), train troops in the meantime and focus on ground troop tech.

Actually a small laser strike focused on the infantry would be even less damaging to the installations and population than a drawn out ground combat. At least in terms of direct hits on them. A 3 damage laser in their atmosphere would round down to 1 damage, which would inflict damage solely on the ground troops with no damage to the population or infrastructure. Ground combat will be causing hits on the population every 5 days, destroying facilities and killing population. It would probably be killing around 0.1 - 0.2 million or so every 5 days due to collateral damage, and would be destroying a few facilities each time. Less damage than nukes, but more damage than a surgical laser strike against the infantry.

In this case the small amount of dust generated would drop the temp enough to freeze the hydrosphere and end up killing tens if not hundreds of millions while the world is re-terraformed, but if it wasn't for the temp being so close to a global freeze already a laser strike would actually save civilian lives :)

Yes. You can conquer them and take all their empire's money and collect tax from them, and you get whatever installations are left on the planet. They become part of your empire. Eventually their political status will reach Imperial Population and they'll be just like your other worlds.

In this case they would make humanity a minority in the empire due to their massive population :)
