Trade and Negotiation Job Priority

It seems that if a dwarf has any other jobs to do besides trade and negotiate, he will go out of his way to do every single available job before getting to trading or negotiating, all the while with the outpost liason following him around while he details floors, makes iron bars, or takes out the trash.

Need to make those priority jobs so he will get to them ASAP.

I had a dorf who took so long the merchants were about to leave by the time he showed up.
