Sounds like a bug we at BS12 had at one point where plasma canisters said they were full, but never had anything in them

It's also the fact that we don't have atmos because no atmos works basically at all right now. Googol is (or at least was) working on redoing atmos.

Plus map issues. A lot of the APC's aren't attached to the core... etc. Every round I had to change all the power cells to have infinite charge.

Yeah, lack of active players and lack of time to administrate mostly is what killed it.
