Not sure if this is a bug, but I'm only getting told about child snatchers after they've already got into the fort, taken a child, and ar near enough uncatchable. Tt seems unlikely that they managed to get in unseen since my fort's fairly compact with limited entrances and has 30+ dwarves milling around.

I don't think there's a bug.  I think they're just sneaking past you.  My fort has a meeting area just inside the entrance (so my dozens of animals can spot things for me) and I catch every thief/snatcher within moments.  They sometimes get past the majority, but they've always been caught by something.

Yeah, I recently caught 2 on their way out, 1 with a child in tow. Great feeling of satisfaction as my military rescued the child and my 1 conscripted miner chased down the other for kicks.
