Engraver Pining for water(Waterskin Bug)

If you set your engraver to a hunter and have him carry a waterskin, when he has emptied his waterskin and needs to fill it and tasked to smooth stone, the stone will never be smoothed until the action is canceled by some other act(like thirst), he goes and fills his waterskin, and goes back to it.

I couldn't quite parse that.  Is the dwarf's active job stone detailing, and it's not being finished?  Do they just stand by the stone?
