8 Games now, 3 Worlds, 2 Ages, No Populated Fortresses

I keep starting new games trying to find a populated fortress for trade and recruitment of companions. All are empty and full of wild animals. I've tried 3 different worlds, two at the 1050 year mark, one at the 250 year mark. NO matter which I go to, all fortresses I visit are empty.
What's a goin' on?

yeah that's disabled as of now, so are forest retreats, you'll only find humans no matter what.

try a mod if you want to see more races populating the world, genesis is a nice one.

edit: oh wait you mean regular fortresses? I thought you meant mountain halls, my bad.

yeah that's weird,  maybe try increasing the number of sites and civilizations while decreasing savagery?

Also you can only trade in towns.

They all get killed off by various events, so don't leave worldgen running for too long. About 150 years is usually a good number. Too short and there won't be any fortresses founded in the first place though.

I only just started adventuring, but I've found two deserted towns in different human civilizations with different adventurers. Screen after screen of empty huts and deserted shops with all the goods laid out for sale. Spooky!

If I take some of the goods, will I become an enemy of my civilization?

Nah you can take as much as you want with no consequence.

I'm yet to find a deserted town, I just run on the odd abandoned fortress on occasion, and I've already adventured a lot.

Turned savagery to the lowest setting. There are a dozen human fortresses all populated, about a hundred hamlets, and no towns. Also there are about a dozen goblin fortresses around and my demigod who was trololololing through the forest whacking on outlaws and menacing wolves got smacked in the head by a random goblin with a hammer which immediately turned him into a quadropalegic.
Holy cow that was insane.

Set short history, that should help. I haven't never seen depopulated forts when playing with 50-150 old worlds.

I like depopulated forts for leveling peasants.  Goblins and bandits can easily kill a fledgling adventurer, as can e.g. camels, but at least you have time to cripple the camels with thrown rocks before moving into melee.  Best to leave companions at home, though, or else they'll ruin the camel-crippling plan...
