If there is any war production to be done then the deal with the elves has to be agreed upon, as per mainiac's gambit.
Then the adamantium could be used as a leverage in dicussion with the Council. We need to start lobbying them.
Also, since the facility is not bringing any profit, then the share price should be at rock bottom. There would be no problem for us to purchase them for 51% ownership or more, and therefore obtain an executive control of the facility. 

When the factory starts pumping out the goods, the excess shares (those that go beyond 51%) can be sold for profit that can be reinvested/used for more lobbying.

Be like the water, young one.  If you push someone, they push back.  If you are weaker, you will surely lose this contest.  We should be like the water, exerting force on nobody but absorbing the impact of their efforts.

We do not want to force the council into doing anything.  We merely want to use the council to prevent the elves from exerting control on us.

fair enough. I had suggesting and greasing palms in mind instead of hard pushing when i said "lobbying", but your suggestions sound good.

Either way, being in the middle is a good idea for now. Later on though, the national interest might take over , so we need to ensure good relations with the Council.

What happens when the councilman gets here and actually SEES this place! It's a horrid wreck! I don't mean pansy elf dusty and dirty, I mean barely functioning and full of idlers.

Well, we'd better do something about that, then.

We need to get the place functioning, which means we need more contracts and more laborers. See if this councilman can get us some jobs to do while we get the loan from the bank, and hire some workers to get the other production halls up. Speaking of production halls, two questions: what letter do they go up to, and are any of the others functional? If they are, we have a bit of wiggle room with the council due to the adamantium, and if we (and by 'we', I mean Mainiac) play our cards right, we can fit deals for fabricating parts for the locomotives in during this meeting while still be water-esque. After the meeting is done, we need to re-dwarfify those pansies out in production hall B. I vote we get out there and yell them into real dwarves, after which we hire more workers to get the other halls up and running with the promise of later payments. This is an all-or-nothing venture, and we'll either make this complex work or die trying!

And Mainiac totally sounds like he could have written The Art of War, back there.

I say we should check on how starting up the steel production is going, then investigate the other production halls.

If our men know we keep our finger on the pulse, they are more likely to keep their fingers on the pulse.
