Trade Depot bug/exploit?

Recently, i had my trade depot deconstructed to relocate.  Unfortunately, the caravan was apparently still packing up to leave.  The result was a massive pile of goods on the ground (forbidden), and several seemingly unaffected (though maybe confused) traders.  I took advantage of the situation, as any respectable dwarf would do, and snatched it up.

My question is, is this a known bug and exploit, or will there be repercussions?

This is a known bug/exploit.

The traders will record this as a massive loss, no different than if you had stolen all those goods outright.  They will bring a much smaller amount of trade goods next year.

Deconstructing your depot while merchants are available for trade will cause all of the goods to be dropped. Unforbid them and pick 'me up, they're yours now. It is considered an exploit of sorts but does come with its consequences in the long run. Migrants and future goods for trade are partially determined by the caravan's ability to trade with you. Them returning home with a negative profit will likely just cause less migrants and less offered the next year.

It is actually NOT considered a bug and is working as intended.  It is considered 'a disaster' for relationship with the civ entity concerns.  See Toady's note here.

Makes sense I suppose.  Realistically, however, i would expect some kind of retaliation for just outright TAKING their goods.  Isn't that part of the reason they have guards?  To protect their goods.

Will continuing to steal from caravans ever lead to such a reaction?

I heard that eventually that civilization will declare war on you and send sieges. This will only stop, when they send a diplomat with a peace offering. I never got anything like that, but I only stole their stuff every other year. I guess, you'd need to repeat it for a few years. Sadly, your own (dwarven) civilization will never declare war.
