[38b] Randomly Angry Nobles

I've had a Countess Consort and a Tax Collector both get bad thoughts from being unable to punish someone for a failure, but I haven't failed them.  The Tax Collector was so distraught over this that, despite this being the only bad thought in his profile, he has fallen into melancholy.  They both had made export mandates, and I'm almost 100% sure I did not violate them when trading with the humans.  
The Tax Collector had banned the export of iron and the only iron I have is in the form of weapons and armor, which I'm sure not trading to the humans.  I forget what the Countess had banned, but as long as prohibited trades still show up in purple I didn't trade any violations.
My Mayor has been making export mandates fine, and hasn't gotten any bad thoughts that I've seen.

This is because the caravan guards are equipped with iron.... And because of a bug everything that goes off the map is counted as your property. And they got insane because they could not punish the human guard.

Now that is a brilliant bug.  I love things that are spectacular in some way, even if it is just spectacularly messed up.

I'm pretty sure this isn't the case; however, everything the *caravan* takes counts as export, even if they brought it in.  So if the caravan comes and offers you a nice set of 50 steel bolts decorated with gold (a steal, at just $16,500), and you don't buy it, your nobles will get uppity at how you "exported" bolts.

IME, if the caravan guards leave with bolts and I'm not allowed to export bolts, that's fine.  If the caravan merchants leave with bolts they tried to sell me, someone gets hammered.
