Well there's always the usual suspects - GURPS mechanics + setting junk from anywhere, FATE/Fudge/Spirit of the Century,  Hero, for '30s stuff maybe Savage Worlds or one of the other pulp type games.  I remember seeing a '70s pure criminal RPG, but damned if I can remember it - I'll keep looking.

When the mechanics aren't tailored to the theme, you generally get a lackluster game, in my opinion (See: Cthulhu, Paranoia). Sure, you can tailor a d20 base to make it fit the theme with a bit of force, but that's nearly as much effort as building a system from scratch half the time. Regardless, he'd still not some quality settings books I'd imagine, for a game like this the background and thematics are a heckuvalot more work than the mechanics anyways.

Grakelin, did you look into Cosa Nostra at all?
