Goblins sieging but they don't attack

In my last fortress, the goblins attacked, and then I prepared the little I had of military as I hadn't work in any defense structures. They appeared at the top of a tall black sand hill, and there they stayed. This ocurred sometimes in the last version when they hadn't acess to inside your fortress(you had built a moat and such).

There is path for they to reach my entrance, I checked.

In the last version they would sit there unless there was a clear, UNLOCKED, path to one of your dwarves. Do you have a locked door or raised drawbridge (even if it is not over water) they would have to cross?

but no, they had complete acess to my fortress. They only reacted when I sent some soldiers.
