I think it's that kobolds are trap geniouses, knowing more about making, breaking, and avoiding them than goblins are.

They're actually worse at sneaking than goblin thieves and are more easily noticed. Kobolds are also simple cave-dwellers not on the level of more intelligent races, so I wouldn't think they should be knowledgeable of trap design.
Perhaps it is just that they're smaller and lighter? That doesn't really seem to make sense as small animals still trigger traps, though.

In addition to traps, kobolds do not trigger pressure plates, which might be a bug.

No, kobolds do not trigger traps at all, it's basically the only thing they have going for them.
