Stray Foal has given birth to foals.

also, Stray Puppy has given birth to puppies...

I'm using the latest version, my fort has just entered its second spring.  My foals and puppies from last autumn haven't grown up yet but are already having babies of their own.

I can confirm this.  My fortress is full of puppies because all my puppies are making more puppies.

elephant calves are sometimes giving birth to calves in my fortress.

Yeah, me too.  I made a new world, started up, and my second spring foals were having foals.

I wonder if it has something to do with this in the latest update:  
"10/29/06: Fixed a problem that made every creature age four times as fast as they should"?

They change from being puppies to dogs or foals to horses at the new speed, but still breed as early as they used to.  So foals born in the fall are producing more foals in the spring, despite still being youngsters themselves.

Same here.  So far, I've got foals from foals, puppies from puppies, and kittens from kittens.

I'm hoping the same problem applies to dwarfs, and it just isn't evident yet because they age more slowly.  Then my dwarfs can have two social problems:  widespread alcoholism and teenage pregnancy.

Dwarves only reproduce when they are married, so there would have to be a bug with the migrant code...  hopefully there isn't one.

I spotted this with mandrill and assumed mandrill children didn't age, but I'm noticing it with giant jaguar kittens now. Not so much with cow calves.

Could it be a cap on animals? I know I never had more than 16 horses at any given time, but had a ton of Foals. Then I'd kill off a few horses and they'd be replaced by foals growing up.

This is still a problem in df_22_120_23a.  It happens at a very fast rate, too since applying the update.

Its kind of strange, because I didn't notice it in the last version.  I'm not sure if it triggered because I butchered puppies and foals.  I don't usually do that, but I thought I'd clear some space before they got out of hand.  Now its a full-time job, butchering puppies.
