I wouldn't bother with a turret until we are working on something that would benefit from one.  The Llamas are not really combat craft and I see the guns creating more dangerous space junk than they stop... Which gives me an idea! We could make a modified llama with heavy armour and various attraction and deceleration elements to act as an orbital rubbish collector. We could run them ourselves to generate product awareness and collect raw materials...

That makes sense. What would be the operating costs on a couple of Llamas towing very powerful magnets encased in some sort of shock-absorbing layer, probably some sort of reinforced putty, through cluttered space? And how much material are they likely to retrieve? And which entities, if any, are currently performing this duty?

Maybe it would be better to narrow the field, we would probably need scientists or to buy some stealth technology to build a surveillance craft. Or we could just load it into an asteroid, but stray asteroids probably get blown up. You could just rig an existing asteroid for detection, but everyone else has probably already done that.
 Meh, the police know what they would like to replace better than we do, maybe, though perhaps we could get a list of what they already use...
Lets load some spy satellites into some asteroids to spy on everyone!

Selling guns doesn't seem to be helping much, but until we have something new to build I don't see a need to change...

Having a chassis designed for both atmospheric and vacuum travel would seem like a decent investment. Having such a thing that conforms to police specifications would seem practical, even if they don't pay well...
 Easy to control sounds like simple and stable, so avoid too much manoeuvring. As a fighter it would, however, need something in terms of performance, so probably a high maximum speed. Alternatively it could have a twin-pilot arrangement so that one pilot is dedicated to directing acceleration while the other handles all other controls. A turret would take pressure off of the pilot and allow them to engage without taking a collision course. Armour-piercing would imply a single large weapon. It is probably cheaper to avoid getting hit than to put armour on it. Atmospheric flight would require a lot of fuel. Maybe some sort of low-power engine with a small supply of some sort of boost. Ideally the main weapon would extend through a significant portion of the vessels length, which would be difficult if it was centrally-mounted. If the pilots were mounted in the rear there would probably be noise issues with the propulsion, especially in atmosphere, and the weapon would need to be forward-mounted to remain credible in pursuit. I suggest either mounting the pilots either side of the weapon or mounting the weapon off-centre and attempt some sort of counter-balance, perhaps with the wings or a counter-measure pod.
 So... aerodynamic shape with high-mounted wings a small-device attachment on the top and a large turret on the base and space for the turret to retract into the chassis and the weapon to be realigned to face backwards then slide into the hull, for landing purposes...

 ooooh, good idea, lets look for a weapons engineer instead!
