The Democratically Elected President of New Africa briefly scanned a ledger containing a detailed economic analysis of all member nations. He glanced at the aide who was waiting patiently for him to finish. "What?"

Aide: "The biannual economic report, sir. I believe it contains a detailed economic analysis of all -"

Democratically Elected President: "Yes, yes, I gathered that. But I'm quite certain I hired an several economic advisers to deal with this sort of thing. What did they suggest?"

Aide: "Er ... I believe they each gave a carefully worded report on each issue. They're on this cart."

Democratically Elected President: "No, that's an encyclopedia. Bring me the real reports and start reading."

Aide: "They're detailed reports. 'It is the strong opinion of this scholar that the agricultural output of the Congo region is a matter of no minor concern. Even a five percent fluctuation in the production of-'"

Democratically Elected President: "Check yes. What else?"

Aide: "Sir, it's a very complex issue. The potential environmental damage must be carefully weight against the needs of our people. We can't just burn everything."

Democratically Elected President: "Let the economics deal with it, then. Give me the bigger picture."

Aide: "Sir! The agricultural output of the Congo region is a major factor in the so-called 'bigger picture!' It simply isn't possible to provide an adequate estimate of our economic capacity without first deciding the agricultural issues in the Congo region!"

Democratically Elected President: "This American gun says otherwise."

I propose that we have separate values for manual labor and educated labor. I shouldn't be able to research stuff 4x as fast as the USA, but probably should be able to use my large population for rapid ship production or somesuch.

Minipax today announced the development of a ship designed to colonise other planets, allowing us to spread Ingsoc across the stars. Minipax was today attacked by traitors and Foreign Spies, saying this is a pipedream; a lie to divert the attention of the population. The police force quickly rounded up these agitators, and they will no longer pollute Airstrip one with their blackwhite duckspeak".

This is different enough that you should be able to get by with no knowledge of the base game. If nothing else, take comfort in being weaker: We're in kingmaker positions.

There will probably be some tech later for terraforming. You could also try to get on the good side of one or more of the major nations, and try to get leverage for better real estate on Mars.
