I see them so infrequently I don't really take the time to use them strategically. It's literally like 5 to 10 minutes of a buff.

I read that there are times where there is a bit of a skill gap between jobs you already have done with a skill, and the next jobs made available. besit use might be to wait till all the jobs for that skill are yielding very little skill boost, then use the stat to open the new jobs and get a few levels while you can.

It doesn't depend on level. Well, slightly, since I'm more able to obtain exoticas, but I change my form far too often to use them.
