I don't know if there's a way to win the game. And yes, you can do more than two terms. You can do an indefinate amount of terms, as long as your leadership effectiveness is at least 50 and your popularity is, too. There are a few things I'd call winning the game, though. Surviving and thriving through a nuclear war, taking over every country, making every nation that was once horribly weak a superpower and achieving world peace.
