For now, I say the budget can wait. We should get some growth before the end of the year and only the end of the year matters. Now it's time for actual gameplay(waiting).

Don't bother. Falklands will fall instantaneously and the UK doesn't really seem to care in my games. Best I got was them nuking Falklands once it fell. Which everyone pretty much ignored.

At least in the real world, a USSR-PRC alliance was pretty much impossible after their diplomatic relationship fell apart. To give you an idea, the PRC decided that they'd go make nice with Capitalist Pig Dog central, the United States, after they stopped liking the USSR. I know that the default scenario leaves China out of the USSR alliance, but what of Resource Wars? Let us see some of the filters before we make any more hasty decisions and start a global thermonuclear war over a tiny impoverished island chain.
