I think lack of ethic makes you turn into a complete police state. Ambition may contribute to the police state factor.

That may be a good idea in the long run, but then surgical strikes will lower our popularity by about 6-14 points.

If my knowledge serves me right, when we have a high LER and Iraq has a low one, it will greatly increase the chance of a Coup working. Surgical strikes are the best for this course of action as they lower the reciever's LER and raise the giver's LER.
