I'm not sure, I just randomly got a message telling me Ethiopia roflstomped Somalia while defending itself. Unless those two start in a war as soon as the game starts it might be something important.

Actually, the reason it's so low is because he set Investment to 0 and Tariff to 33.2 cents.

Look a few pages back for the budget then. That's the actual effect of the nukes.
