They've got the nukes but China's military is crippled and Russia's is almost nonexistant.

Anyway, nuclear winter is in effect, our economy's in the shitter, we're becoming a third world nation and the world's peace state is "Total Anarchy". I can safely say that we're fucked no matter what we do. Should we try to stop our fate or maybe postpone it or should we go out in a blaze of glory, gore and radiation?

Alright, so, things we need to do to save our falling economy:

Essentially stop Defense in it's entirety if you are in little risk of being invaded.

MFN. Everything. EVEN THE MOON.

Social spending needs to gradually go down through the years.

Don't care about making growth positive, you would need a REALLY strong economy to ever hope to overcome that huge number.

Tax as much as you can without making everyone hate you.

Yeah, even though you may think MIL is important at the moment due to the instability of the world, it doesn't really protect against nukes and most people's armies have been decimated, so you can drop that quite a bit.
