Be wary with the surgical strikes as not to let your ethics fall to low. Many Culture Exchanges with your allies is recommended during this time. And keep in mind that since Iraq has such strong leadership, their condemnations can kill your leadership faster then your surgical striking can raise it. Other nations which you can launch surgical strikes against include Syria and Libya. Since their leadership is not as strong as Iraq, their condemnations are not as likely to succeed. DO NOT launch a surgical strike against Iran because that almost always results in a Soviet nuclear response due the fact it borders them.

Hmm... I am sure you have a strong point somewhere in the game. Getting nuked by France? That's a new one. Did you launch a surgical strike on France or one of its territories? I am guessing you were trying to assist Somalia in fighting Ethiopia right? So far Somalia always seems to lose to them regardless. Next time I play from start, I will try sending a generous aid package to increase Somalian military spending, that way they might stand a chance.

Start of 1992 -- World Situation

After the nine month long Second Korean War ended, the United States turned their attention to the Nationalist Soviet Union. After debating whether to invade or not, I decided in the end to stage a successful coup, resulting in the Capitalist takeover of the Soviet Union which in effect ended Soviet military involvement in the affairs of its WTA members. With US assistance, Germany gained control of several European countries, mainly Nationalist states. The US then helped Capitalist Zaire conquer the corrupt regimes in the surrounding area. It is 1992. Nearly every capitalist country is on the USA team except the Soviet Union, likely due to its "Great Power" rating. Also despite now being a German landholding, France STILL is not on the USA World Team Alliance. I guess the creator put a hard code into the game to prevent that, just like China is never officially on the Soviet Union WTA.

That is because the ideology chart only lists the strongest 6 ideologies. Since I helped Israel conquer a bunch of Arab countries, Zionism went onto the top six. Also I toppled the Communist government in China and the Nationalist government in the Soviet Union. Poland toppled the Soviet Communist government the year earlier.

Also regarding Germany regaining much of its WW2-era land: When you invade a country and an ally offers to assist, then upon victory the invading country with the most troops takes charge. That is useful in helping to expand your allies influence.

I don't really know how to fix the budget without raising taxes, lowering popularity and such.

My really simple and probably useless suggestion is gain popularity.  Sacrifice newly gained popularity for some slightly raised taxes, rinse, repeat.

I hope this doesn't completely destroy you, in a nation-wide tantrum spiral.
