Alright then, how should I fix our budget??
Lower funding for non-extremely important stuff (defense until things start heating up). Set taxes to levels that don't send approval plummeting. Hopefully set it to where approval not lowering a whole lot or where it's actually rising. Set trading to Most Favored for non-communist, non-enemy/rival countries. Get GNP growth as high as you can.

That should balance or nearly balance things out.

Raise estimated popularity.

I don't have the game open myself, but here's what I think you should be doing:

Freaking lower your sales tax back to about 1 or so. Upping it that high is murdering your popularity.

Lower your defense slightly. Maybe to 300 or 250. Maybe even 200.

Raise corporate tax a little.

Make profit about 0: you can't use any surplus in anything anyway as far as I can tell.

[Edit] I'm launching surgical strikes on Iraq to destroy their military so they can't invade Kuwait. Should I do the same with the Soviets?
