The whole world, except for those without nuclear capability is dying. If we were to try to take over the world, now would be a good time. At least I think it is because the Soviets have had their bombs blown up or used.

Wait and make sure that everyone has had their nuclear capacity reduced to nothing before you begin your conquest. You should probably grind your leadership effectiveness back up, by the way.
