Never use surgical strikes. We learned a long time ago that surgical strikes are a rookie mistake that will cause global thermonuclear war. You can't "soften up" an opponent like that. Mass invasion is the key to victory.

Now, the real question is whether to keep the troops in Israel?  They obviously want our troops in their country, as war with Iraq is imminent if we pull out.  But if this will hurt our public opinion, then I'd suggest abandoning Israel.  As there is little economic benefit to Israel, Iraq's invasion of their country will likely be their downfall, as the European countries condemn the cr@p out of them.

Besides, we don't want to be impeached.

Even though it's not historical, see if we can surgical strike them successfully (aka if their leadership is less than ours).  If so, do that.  Tit for tat, their prior actions would amount to a surgical strike, if you want to be technical...

Invade Soviet Sweden and Soviet Finland!!!! Wait, that would not be good... I say you take out some southeast Asian countries using Thailand (are they an ally?) as a springboard to invade Vietnam, Cambodia, Laos, and maybe Burma. I always thought you could ignore the Chinese unless they threatened you explicitly with nukes, which would probably happen if you tried to take over SE Asia anyway... But it's worth a try.

Ok, I haven't got screenshots of this, but I just got the troops out of Israel and Syria for popularity. We MUST get a higher leadership effectiveness and popularity in under six hundred days, or else we face an automatic game over.

For popularity, I suppose, lower taxes enough not to cripple you ( we need money for more war ) but enough to make the people happy.

Actually that really depends on the country you are attacking. If you do a surgical strike on Iraq in normal game, you won't face retaliation. However if you surgical strike the Soviet Union, any member of the Soviet World Team Alliance, any hostile state bordering the USSR, or a nuclear power, then you will likely get nuked.
